What is Testing, Handover & Snagging?
Testing, handover and snagging is the final stage of a construction project: the statutory tests prove the building performs — air tightness, sound insulation, water hygiene, thermography — the documentation proves it can be run — O&M manuals, the health and safety file, warranties and certificates — and the snagging process closes the gap between "finished" and "finished properly", room by room, until practical completion is certified and the keys change hands. Handover is not an event; it is a season, and the projects that treat it as one are the ones that finish well.
The defect that costs £10 to fix in week forty costs £1,000 to fix after occupation, so the economics of quality peak exactly here. The best-run projects snagged progressively — floor by floor as finishes completed — so that completion week is a confirmation, not a crisis. The contractual machinery that follows differs by market, and precision matters. In the UK under JCT, the contract administrator certifies practical completion and a rectification period follows; in the UAE under FIDIC-based contracts, the Engineer issues a Taking-Over Certificate under Clause 10.1, and a Defects Notification Period — universally called the DLP, typically 365 days — runs from it under Clause 11, ending with the Performance Certificate under Clause 11.9. Retention is released in halves: the first half at practical completion or Taking-Over, the balance at the end of the defect period. And in the UAE, decennial liability under Article 880 of the Civil Code makes the contractor and the supervising consultant jointly liable for structural defects for ten years — a liability that runs independently of, and long outlives, the DLP.
When and why is Testing, Handover & Snagging used?
Testing and handover follow commissioning and run to practical completion — or, in the UAE, to the Taking-Over Certificate — with the defect period (typically 12 months in the UK; a 365-day Defects Notification Period in the UAE) and seasonal commissioning extending beyond it. This stage matters because it is the contractual transfer of risk and responsibility: the certificates, tests and documents are the evidence the building does what the contract said it would, and they are what the client, the warranty provider and the building control body need to sign it off.
Types of Testing, Handover & Snagging
Air tightness testing
A blower door pressurises and depressurises the dwelling and measures leakage at 50 Pa against the Part L target. Failing the test means smoke-pencil hunting at the usual suspects — window perimeters, service penetrations, loft hatches — sealing, and retesting. Air tightness feeds directly into the energy rating the dwelling is sold with.
Sound insulation testing
Airborne and impact tests between attached dwellings prove the separating walls and floors meet their acoustic ratings. Detailing at flanking junctions — sockets back to back, unsealed perimeters, lightweight linings — causes more failures than the wall itself. Pre-completion testing on a sample of plots verifies the design as built.
Thermographic survey
Infrared imaging of the envelope — typically at dawn or dusk with a temperature differential — reveals missing insulation, thermal bridges and air leakage paths as hot or cold signatures. It turns the invisible thermal performance of the building into photographs, and it is ruthless about gaps the eye cannot see.
Documentation: O&M, H&S file, warranties
The operating and maintenance manuals tell the owner how to run every system; the health and safety file records what is buried, stressed or hazardous for anyone who works on the building next; warranties and certificates cover everything from the boiler to the roof membrane. In the UK the health and safety file is a statutory requirement under CDM 2015, Part L adds the building log book, and new homes carry the NHBC Buildmark ten-year warranty. In Dubai the statutory completion document is the Building Completion Certificate, issued by Dubai Municipality, the DDA or Trakhees depending on the plot — energisation and occupancy depend on it, and the contractual Taking-Over Certificate is usually conditional on it. Documentation assembled at the end is documentation reconstructed badly — it is built as the job proceeds.
Testing, Handover & Snagging: step by step
Step 1: Plan the testing and inspection regime

Schedule the statutory tests against programme: air tightness per dwelling or sample, sound testing per the plot sample, water hygiene before occupation, and the building control inspection regime. Confirm who witnesses what — the warranty provider, building control and the client all have inspection rights. Tests booked late fail expensively: remediation time is the first casualty.
Step 2: Complete pre-handover inspections and snagging

Walk every room and elevation with the snag list: finishes, fittings, operation of every window, door, tap and switch. Defects are logged with location, trade and photographic evidence, issued to the trades, and closed out with re-inspection. Progressive snagging floor by floor keeps the final list short; a thousand-item list at completion is a management failure, not a trade failure.
Step 3: Run the statutory performance tests

Blower door tests with the building prepared to the test standard — openings sealed as designed, trickle vents closed. Sound tests between the sampled dwellings. Water hygiene sampling and temperature verification. Every test produces a report with a pass/fail against the design figure; failures trigger investigation, remediation and retest, all recorded.
Step 4: Commission life-safety and witness the cause-and-effect

The fire alarm cause-and-effect, emergency lighting duration tests, smoke control and sprinkler interfaces are demonstrated to the client, the fire engineer and building control as required. Certificates are issued for each system. This is the inspection that cannot be value-engineered: the building's life-safety systems are proven before people sleep in it.
Step 5: Assemble the handover documentation

Compile the O&M manuals from the commissioning records — as-installed drawings, test certificates, manufacturers' literature, maintenance schedules. Complete the health and safety file: residual risks, buried services as-builts, structural information, safe maintenance access. Collate warranties, guarantees and the statutory certificates. Issue drafts early enough for the client to review — a document first seen at the handover meeting is a document that delays handover.
Step 6: Demonstrate, train and walk over

Walk the client or their facilities team through the building: plant rooms, controls, isolation points, metering and maintenance access. Train them on the systems with the commissioning records in hand — an operator who understands the building is the cheapest defect prevention there is. Record the demonstrations and the attendees; the training record is part of the handover pack.
Step 7: Certify practical completion and hand over the keys

Neither certificate means defect-free: the test is that the works are complete for all practical purposes, with only minor outstanding items listed — the snag list informs the certificate, it is not a substitute for it. In the UK the contract administrator inspects and certifies practical completion under JCT; in the UAE the Engineer issues the Taking-Over Certificate under FIDIC Clause 10.1, usually once the authority's Building Completion Certificate is in hand. Insurance, responsibility and the keys transfer; the defect-period clock starts; and the first half of the retention is released. Meter readings, alarm codes, keys and fobs are all logged at transfer — the administrative detail of ownership changing hands.
Step 8: Manage the defects liability period

In the UK this is the JCT rectification period, closed by a final inspection and the certificate of making good; in the UAE it is the FIDIC Defects Notification Period — the DLP, typically 365 days from the Taking-Over Certificate under Clause 11 — closed by the Engineer's Performance Certificate under Clause 11.9, which releases the remaining retention. Log and respond to defects against the response times in the contract, and let seasonal commissioning visits tune the systems through real weather. One liability outlives all of it in the UAE: decennial liability under Article 880 of the Civil Code — ten years of joint contractor and supervising-consultant liability for structural defects that cannot be contracted out of and is not extinguished when the DLP expires. The building's first year is its shakedown cruise — manage it actively and the second year manages itself.
