What is Independent commissioning management (CxA)?
On larger or more technically demanding projects the client appoints a commissioning authority directly. The role is often shortened to CxA on drawings and programmes. He does not install anything and he does not work for the contractor. He is engaged early, usually during design, reviews the design for commissionability, writes the commissioning plan, sets out what has to be proven and how, then manages and audits the contractor's commissioning activity through construction and into occupation. The contractor still does the commissioning. The difference is that somebody working for the client is holding him to a plan written before anyone was under programme pressure.
The independence argument is straightforward. The contractor's commissioning engineer is paid by the party who benefits from the project finishing. A commissioning authority is paid by the party who benefits from the building working. That changes what happens when a result is marginal at the end of a long project. The second benefit, and often the larger one, comes earlier: a commissioning authority reviewing drawings during design will find the test points that were never specified, the valve that cannot be reached once the ceiling is in, the plant room with no room to pull a coil, and the control strategy that is written in a way nobody can demonstrate. Those are cheap to fix on a drawing and expensive to fix on site.
The costs are a fee and an extra interface. The fee is real, though on a complex project it is usually small against the value of the services being proven. The interface is the harder part. A commissioning authority who is treated as an inspector arriving at the end will be resented and worked around. One who is brought in during design, whose plan the contractor tendered against, and who is present at the progress meetings, becomes part of how the project runs. The arrangement fails where the appointment is made late, where the scope of authority is vague, or where the client will not back the commissioning authority when he says a system is not ready. Getting the appointment right at the start is the whole job.

Step 1: Appoint the commissioning authority and define his authority
The client appoints directly, in writing, with the scope stated: which systems are covered, what he can instruct, what he can only report, who he reports to, and how long he stays involved after handover. The last point is the one most often left vague. Appointment during design is what makes the role worth the fee - an appointment made at fit-out stage buys inspection but not the design input that prevents the problems in the first place.

Step 2: Review the design for commissionability
The commissioning authority reads the design as somebody who will have to prove it. He looks for the practical things: test points, isolation, regulating devices, access to plant and terminals, space to work, meters where measurement is expected, and a control strategy described clearly enough that its behaviour can be demonstrated rather than argued about. He also checks that the specification states the criteria against which performance will be judged, because a specification that asks for a system to work without saying what working means guarantees a dispute later. Comments go back to the design team and are tracked to closure.

Step 3: Write the commissioning plan and get it into the tender
The plan sets out the systems to be commissioned, the sequence, the responsibilities of each party, the documentation required, the witnessing and sampling regime, and the readiness conditions each system has to meet before commissioning starts on it. It is issued as part of the tender so the contractor prices the work properly rather than discovering the obligation afterwards. A commissioning plan issued after contract award is a change, and it will be treated as one.

Step 4: Review the contractor's method and the specialist appointments
The contractor produces his commissioning method statements and proposes his commissioning engineers. The commissioning authority reviews both against the plan: are the methods appropriate, is the resource realistic against the programme, are the people qualified for the systems concerned, and is the sequencing achievable given the construction programme. Weak resourcing shows up here months before it shows up as a missed date, and this is the cheapest point at which to fix it.

Step 5: Monitor installation and hold the readiness gateways
Through construction the commissioning authority attends the site regularly, inspecting installation quality against the aspects that will affect commissioning: correct devices fitted the right way round, access maintained, test points installed, systems cleanable. He reports to the client on progress against the commissioning programme and flags slippage early. When a system is put forward as ready he checks it against the readiness conditions and either accepts it or sends it back. Holding that line is the point of the appointment, and it only works if the client backs it.

Step 6: Witness, audit and sample the results
The commissioning authority witnesses the tests the plan names, and independently re-checks a sample of results the contractor has recorded on his own. Where a sample disagrees with the record, the sample is widened. Integrated tests, where several systems have to work together, are managed by the commissioning authority because no single subcontractor owns them. The acceptance criteria applied are the designer's and the specification's throughout - the commissioning authority verifies against them, he does not set them.

Step 7: Verify the handover information and the training
The commissioning authority reviews the operating and maintenance information for completeness and usability before it is accepted, and checks that the as-installed information matches the building. He attends the training and judges whether it was adequate for the people who will run the building, rather than whether a session took place. Incomplete records at handover are the defect that costs the operator every year the building stands, and this is the last practical chance to catch them.

Step 8: Stay involved after handover
The appointment usually runs past practical completion so the commissioning authority can review performance in use, oversee any seasonal or deferred testing, and close out the outstanding items with the contractor while the contractual leverage still exists. This is where the design intent and what the building actually does are reconciled. The duration is set by the appointment, and on most projects it runs for at least the first year of occupation.
