What is Operator-led commissioning with the contractor in support?

An operator who intends to run a hydrogen plant for decades has a strong argument for commissioning it themselves. Commissioning is the only period in a plant's life when every system is opened up, proved, adjusted and understood in detail, and the people who do that work end up knowing the plant in a way that no handover document conveys. An operator whose team leads the work inherits not just an asset but the understanding of how it actually behaves, which settings were changed and why, and which parts of it were difficult. That knowledge is worth a great deal over an operating life.

The model puts the operator's commissioning and operations staff in charge, with the contractor supporting on installation matters and the technology supplier attending for their equipment. It also puts the operator squarely in control of the permit system throughout, which is where they will be for the rest of the plant's life, so the transition into operation is a continuation rather than a change. The requirement is a competent team, and that is the constraint.     Step 1: Resource and train the operator's team early

    The operator identifies and releases the people who will run commissioning and then operate the plant, well before the site needs them. On a first hydrogen plant this normally means recruiting experience from elsewhere and training the remainder, including time at the technology supplier's works. On most projects the operator underestimates how early this has to start, and a team assembled late spends the commissioning period learning rather than leading.

    Step 2: Stand up the permit system before the first handover

    The operator's permit system, competence and authorisation arrangements and the rules for working on operating plant are established and in use before any system is handed over. Everyone on site - operator, contractor, supplier and visitor - is briefed on where it applies and how the boundary is marked. Because the operator will run this system for the life of the plant, establishing it during commissioning rather than after it is one of the main advantages of the model.

    Step 3: Define the support the contractor and supplier will give

    The contractor supports on installation matters and closes outstanding work; the technology supplier attends for their equipment and provides the specialist knowledge only they have. The scope, duration and availability of that support is agreed in the contracts, because a supplier who has departed cannot be recalled easily. On most projects the value of this model depends on getting that support arrangement right rather than on the operator doing everything alone.

    Step 4: Verify completion with the operator's own people

    The operator's commissioning team verifies that each system is complete and correct against the drawings, the specification and their own operating requirements. This is more searching than a contractor checking their own work, and it commonly finds items that matter to operation rather than to construction: access, labelling, isolation points, maintainability. Fixing those before handover is far cheaper than living with them.

    Step 5: Prove utilities, control and protective functions

    The operator's team energises and proves utilities, electrical distribution, control and the detection, alarm and shutdown arrangements, with the contractor and supplier supporting. Demonstrating protective functions themselves is one of the more valuable parts of the model, because the people who will rely on those functions for decades have seen them work and know how they are tested.     Step 6: Bring in specialists for the hazardous preparation

    Purging, inerting, leak testing and first fill are the most hazardous activities on the whole project and remain so whoever leads the commissioning. They are carried out by specialists under the operator's permit system, to procedures written for that plant and approved for it.     Step 7: Start and prove the plant with the supplier attending

    The operator's team starts the plant and works through the proving programme with the technology supplier present for their equipment. Settings and adjustments are made and recorded by the operator, so the record of how the plant actually runs is theirs from the first day. Where the contract still contains a performance obligation, the demonstration is run to the agreed method with all parties present.

    Step 8: Close out into normal operation

    Because the operator has led the work and held the permit system throughout, the end of commissioning is a closing of contractor and supplier support rather than a transfer of the plant. Outstanding items, warranty arrangements, spares and documentation are closed out, the support periods run down, and the plant continues under a team that already knows it. That continuity is the reason operators choose this model.
