What is Performance testing and taking over?
Taking over is the formal transfer of the asset from the parties who built it to the party who will own and operate it. It is a contractual event with technical evidence attached, and it does not happen because construction has finished. It happens when the conditions in the contract have been met, and those conditions typically include demonstrated performance, demonstrated availability, a complete set of records, the closure of the significant punch items, the delivery of spares and tooling and the training of the operations team. The list is long, and each item on it has to be closed with evidence.
Performance testing is the technical heart of it. The wind farm has to show that it produces what was promised and that it is available when the wind blows, and both of those are measured over a period rather than demonstrated in a moment. Because the wind cannot be scheduled, the measurement is taken over an agreed window and normalised against the conditions that actually occurred. How that normalisation works, what counts as available, what exclusions apply when the network cannot take the power and how disputes are resolved are all agreed in the contract long before the test is run, because arguing about the method after the data exists is not a productive exercise.
The construction project ends here and an operating power station begins. That is a genuine change of character, not a change of paperwork. The asset moves from a project team measured on delivery to an operations team measured on availability and output for the next twenty-five years or more. Defects liability arrangements continue after taking over, so the contractors do not disappear, but responsibility for running the asset transfers on the day. Projects that treat taking over as an administrative formality tend to hand over an asset the operations team is not equipped to run; projects that plan for it from the beginning do not.
How does Performance testing and taking over work, step by step?

Step 1: Agree the conditions and the test methods in the contract
What has to be proved, how it will be measured, over what period, with what exclusions and to what acceptance basis is all agreed when the contract is signed, not when the test is due. That includes how output will be normalised against the conditions that actually occurred, what counts as available and what does not, how network constraints and instructions are treated, what data will be used and who holds it. Ambiguity here becomes a dispute later, when the money is real and the parties are no longer working together as closely.

Step 2: Track the conditions from the start of the project
The full list of conditions for taking over is maintained as a live register through construction rather than compiled at the end. Records, certificates, drawings reflecting what was built, spares, tooling, training, manuals and the outstanding punch items each have an owner and a date. Reporting against that register runs alongside the construction reporting. Projects that leave this until the closing months invariably find that the missing items are the ones nobody can produce quickly, and they lose weeks to it.

Step 3: Complete commissioning across the array
All the turbines have to be commissioned and in service before the performance of the whole wind farm can be measured meaningfully, so the commissioning campaign has to be complete or complete enough for the agreed basis. Outstanding items on individual machines are closed or formally carried. The array is then run as an operating wind farm for a settling period, so that early faults surface and are dealt with before the measurement window opens rather than during it.

Step 4: Run the availability demonstration
Availability is demonstrated over an agreed period by measuring how much of the time the machines were able to produce when they were called upon to do so. The measurement is taken from the operating data and assessed against the definitions in the contract, with the agreed exclusions applied. This period is where reliability problems show up, because a fault affecting a common component across many machines will appear in the numbers immediately. Both parties monitor it as it runs rather than waiting for the result.

Step 5: Run the performance measurement
Output is measured over the agreed window and compared against what the machines were expected to produce in the conditions that actually occurred. Wind data, production data and machine status are all collected and reconciled. Because conditions vary, the assessment normalises the measured output against the conditions rather than comparing raw production with a headline figure. The method, the data sources and the instrumentation used are the ones agreed in the contract, and their calibration and validity are confirmed before the window opens.

Step 6: Close out the punch list and deliver the record set
The significant punch items are closed and the remainder are agreed and carried with owners and dates. The complete record set is delivered: the completion and commissioning records, test results, certification, drawings reflecting what was built, manuals, maintenance requirements and the cable and protection registers. This is the documentation the operator will rely on for decades and its completeness is a condition of taking over, not an afterthought. Gaps found at this stage are expensive because the people who could fill them have often already moved on.

Step 7: Deliver spares, tooling and training
The operations team needs to be able to run and maintain the asset from the day they take it, which means the agreed spares are delivered and stored, the special tooling is on site, the maintenance strategy is in place and the technicians have been trained on the specific equipment installed. Training is commonly done alongside the commissioning campaign so that the operations team learn on the actual machines with the people who commissioned them. An asset handed over without this is handed over in name only.

Step 8: Issue the taking over certificate and start the defects period
When the conditions are met the taking over certificate is issued, and responsibility for the asset transfers. The defects liability period starts from that date and the contractors remain responsible for correcting defects that appear within it, under arrangements agreed in the contract. Any carried punch items and any performance shortfalls are dealt with under the remedies the contract provides. From this point the asset is an operating power station and every decision about it is an operating decision.
